Soyuz rescue
It might be better to have the Russians build a number of backup Soyuz ships and launch them empty to be automatically docked with the ISS. It would take 3 or 4 to completely rescue the entire shuttle crew. I'm sure if that happened it would be the end of the Shuttle program and pretty much the end of manned space flight for a long time.
