There is nothing wrong with this.
If you are involved in intelligence, you are trying to think of new ways. Thinking does not actually produce harm- unless you believe in voodoo or something.
If you have a determined enemy, one observes what this enemy is doing- one doesn't assume that it's not intending to do you harm. You don't assume the enemy is on vacation & doing something unrelated- simply because it *appears* to be unrelated. A now, very obvious example is that if known terrorist are taking flight training- you don't assume they are planning to do some moonlighting or have taken up a new hobby.
