Taxation and drug rehabilitation camps

Both of my grandfathers died from cigarette induced cancer. One of my grandfathers and a great grandfather were incurable alcoholics. Because these drugs are socially acceptable, tobacco and alcohol (distilled spirits) can not be outlawed (you'd just be handing money to the Mafia and drug runners). The solution is to prohibit advertising of these drugs while taxing them almost to the point that smuggling is cost effective. Use the tax money to pay for rehabilitation programs. Hard drug addicts should not be treated as criminals but rather as victims. They should go to rehabilitation camps were they work off their addiction through hard physical labor while under medical supervision. Similar techniques were used effectively in Singapore and China to deal with their serious national drug addiction problem.
