Why are Western forces in Iraq sticking to archaic warfare methods, especially when there is a concern about damaging buildings and monuments?

With respect to the Imam Ali Shrine particularly: why not surround the building with microwave emitters? Microwaves at the correct frequency and intensity would cause extreme nausea and incapacitate those inside, so they could be collected like so many dummies and incarcerated, their weapons confiscated, while no harm came to the revered structure?

Warnings could be broadcast to keep the innocent out of the building.

If Russian forces were in charge of operations, we would definitely see something like this (remember the fentanyl attack in Moscow?)
