Kerry claims they were under fire while recovering the people in the water. Several others from boats floating alongside his say they weren't. The combat report doesn't say they were under fire when recovering the personnel. If they were, they wouldn't have stuck around so long. 90 minutes is a long time to sit exposed in a narrow (75 yards, according to some accounts) river while people are shooting at you.
