Russians have been fighting terrorism for years, primarily from their problems with the Chechnians. My guess is this is linked to that battle and not due to Bush's forays.
I feel the fallout from Bush's attacks on Iraq are going to be felt long after he leaves office when the children of people killed in Iraq grow up old enough to carry weapons and plot attacks on their own.
It's funny but Bush's comments the other day that the war on terror is unwinnable (that he's now retracting), were the first things he's said that gave me a glimmer of hope that his world wasn't completely black and white and that he saw the enormity and complexity of the problem. It's a shame our leaders can't come clean with us and say that terror will always exist but it's possible to minimize its effects by containing and demonizing the worst of the bunch and working to remove it's root causes.
