The former is conducting an independent foreign policy without the advice and consent of Congress, indeed, against their specific proscription. The latter is providing aid and comfort to an enemy of the United States. People on his staff were actually convicted and went to prison for participating in these crimes and the subsequent cover-ups.
Both of these acts qualify as treason, in some countries you can go to the gallows for it. But they name Navy carriers, airports and turnpikes after this sonofabitch. And his sycophant worshippers still genuflect and light candles to his memory.
Nothing bothers these people unless a Democrat is President.

- George W. Bush tried that, tried to exempt the Executive from accountability to Congress or the courts. They were after a dictatorship, overthrowing the government.
- The election of a Republican would make the problem go away till the next time a Democrat was elected.
