Maybe the JAG is looking for something to do.
Maybe someone doesn't like those particular 4 individuals.
Maybe it's a training exercise in case the US military does abuse someone sometime.
However, the military in any country usually isn't eager to charge it's own with abuse of foreigners. Not usually.
