Is per capita the right way to look at it?
The article states that California per capita spending is $22.16 while Alaska and North Dakota got $90 per person.
Using census bureau population estimates, Alaska and ND got about $60 million and California got about $790 Million.
There may be problems but it doesn't look like per capita is the right way to examine them.
