Does that $790 million figure include expenses for the Coast Guard? Isn't it the Coast Guard's responsibility to protect the ports of entry and shorelines that you mentioned? I don't have the figures to answer those questions, but I suspect the Coast Guard isn't included in the figure.
Is the money being distributed properly? Somehow, I doubt it. As with just about every federal pot of money, you'll find that politics drives the distribution more than actual need.
