In the 2000 campaign John McCain said let's not give tax cuts until we pay down the debt you never know what might happen. Every fiscally responsible American agreed. Bush with his revived trickle down theories didn't. The results big deficits and no evidence of trickle down. If anything the opposite appears to be true when comparing this recover to the last one.

There's no moving the goal post involved. Bush ran the wrong way.
