The only thing I can think of that Kofi Annan seems to be doing is attempting to nullify something he said earlier, when he had said that the Air strikes in '98 by the Clinton in his opinion were legal.
But of course Kofi Annan isn't Queen of the Space Unicorns [ http://jimtreacher.com/archives/000958.html ] either, so he can't dicate law.
