In other words Kerry hasn't said he would specifically change anything. He says he favors "rigorous ethical oversight".
From a traitorous flip flopper it's hard to know what he considers ethical. BUT since he uses the term "rigorous"- you shouldn't expect that he is currently planning on less govt interference, as compared to what is currently on the books.
