Of course, there are literally thousands of different police jurisdictions out there and the rules probably vary a great deal.

As an example, and completely unrelated to this thread, there's this. It appears that the date of the offense has been scratched out, so I don't know when the ticket was issued compared to the court date. The same site has copies of police reports before court dates, such as this one.
