Depends who you want to read
I just saw that another consulting firm out a 1.7 billion tag on R+D for a new drug.
On the other hand, I also saw that the pharma companies fought all the way up to the Supreme Court (and won) to prevent the GAO from analysing their R+D expenditures.
If I was conspiracy minded, I may be tempted to think that if it's only the pharma companies that are supplying the figures, they may want to - ahem - skew them a tad to substantiate their profit margins.
