There seems to a "it's not a crime til you get caught" mindset in play. I first noticed it in school, where I saw people cheat on exams in a workaday fashion, as if that's simply how it's done. I confronted one and she backed down, but her reaction was like I'd asked her to stop smoking in my car. I got no impression that she truly grasped what she was doing.
