I emphatically agree on the many cheap rovers idea - easier to cover more interesting and hence more dangerous areas than look at some sedate area in more detail.

JIMO is a crock. If it's going to be a nuke then stop f***ing around with under-powered NEPs and instead use a self-fuelling NTR orbiter/lander system that melts its own reaction mass from native ice at its destinations. JIMO crawlling out to Jupiter and spending tiny amounts of time around each target is just one big waste of precious time.
