How do you put a computer to use?

Iâ€™ve got a little project in mind. Using a PC, I want an RPM sensor to give input to a computer program and the program to control a solenoid - on / off.

I'd like to write the program in Visual Basic. Where do I get the sensor and how do I interface it with the program?

How do I get the output of the program "out" to control the solenoid?

(I would have posted this on "geek speak", but all the engineers don't hand out there :)
