Actually if the terrorist hadn't been killed then there would now be two terrorists. That terrorist born was probably earmarked for terrorism when he was conceived.
There are already a whole bunch of people in the terrorism pipeline (this is a process that took decades to buildup to its current level). The trick is to turn off the source while removing the people already indoctrinated.
