My military training makes it easy to spot targets on a daily basis. Were I of a terrorist mindset, I could find hundreds of targets that would cause either mass casualties or severe economic impact here in Colorado Springs. Multiply that across America and the number of potential targets is literally in the millions. How do you propose to protect them all?
It's easy for some critic to say that whatever we do "isn't enough." After 9/11, you could have airlines restricted to carrying 10 naked passengers strapped to their seats with 20 armed guards to watch over them, only to have some mindless critic say that wasn't enough to ensure safety. Nothing, no matter how extreme, would ever be enough for them.
A single large container ship carries over 2,000 containers (and some new ones can carry over 3,000 of them). How can we ensure that none of the many container ships that arrive at US ports every day contain dangerous materials, while at the same time preventing massive economic impacts from the disruption of the flow of materials?
There are several thousand commerical airline flights in the US every day. How can we ensure safety for every single one of them?
There are several hundred thousand commerical trucks on the US highways every day. How can we make sure that none of them are carrying terrorists or terrorist materials?
Protecting America, as John Kerry and you seem to define it, is a constant game of defense. That means we have to be right 100% of the time to be "safe". Such perfection is impossible even in a police state, much less in a society as open as America. So, be specific, how can we make America safe?
The alternative to playing defense is to go on offense. We go after international terrorist organizations using every means at our disposal, from using intelligence to go after their funding and C2 to police action and military action to hit them where they live, instead of cowering at home and hoping they don't hit us where we live.
You don't understand that, and I doubt you ever will.

So, be specific. How could we "protect" all of America from terrorism?
