First, avoid doing another Iraq. Iraq has created more terrorists whether you believe this or not.
Second, you rebuild intelligence organizations and make them the best.
Third, you go after actual targets like the camp Abu Musab al Zarqawi made in Kurdish Territory in 2002. But, be aware there are hundreds if not thousands of places to attack abroad.
Fourth, You build relationships with other governments, build new infrastructure and technology to look at every container. You don't simply give up as Bush has done.
Fifth, you give first responders the tools to respond first.
