Disenfranchisement

It's easy to see how a legitimate voter who is unable to cast a ballot would feel disenfranchised. Can anyone explain why an illegal voter who does cast a ballot does not equally disenfranchise a legitimate voter?

That illegal ballot neutralizes a legitimate vote.
