Depends on the timeline

If Saddam had WMD in 2003 (we know he had them in the late 1980s), then if those satellite photos of truck convoys before our invasion are to be believed, then they're most likely in Syria. That would point to the abject failure of the containment policy because he would've been able to evade detection for all those years.

Kerry's tendency appears to be that the president is in charge of every tiny detail of military operations. The only administration to try doing that was LBJ's in Viet Nam. He and his SecDef (McNamara) ran the most monumentally stupid and incompetent wartime operation in American military history. LBJ was quoted as saying that the military couldn't bomb an outhouse without his permission. Kerry gives me the impression that he would try to micromanage things the way he has ran his campaign. That would be a disaster. A good wartime president sets goals and priorities, then lets the military implement them.

Listening to Kerry's "I have a plan mantra", I'm reminded of the socialist's naive belief that centralized planning is not only possible but a good thing. It's absurd. The plan for Iraq is to win.
