About point #1: Do you know the provenance of that "draft" on which they gave their considered advice. I'd really like to do "the reading and analysis" (and judgement on whether that "draft" actually has something to do with what will be offered on the third). But that's not possible since they did not provide it.
About point #2: Seriously? You think an advocacy group is the best place to get analysis? One that wants to turn our schools into armed camps?
