I've said before that the ony way to resolve such conflicts is, unfortunately, to let them have at it. Operative analogy being that blindly preventing forest fires each year eventually increases the probability of a REALLY BIG fire that burns all the previous years' fuel. Maybe Israel is doing controlled burns of terrorist leaders. I hope so.
