The French didn't have it went in to the Ivory Coast. They also didn't have an obstructionist nation on the Security Council who threatened to veto the resolution due to corrupt business ties, as was the case with the US and Iraq.

Several years ago, there was a good book about the US government titled "Parliament of Whores." That title describes the UN very well.
