Quiet speculation
There has been some quiet speculation that the only reason why they keep the Space Program ticking along with busy-work like the ISS and Space Shuttle is to attract young engineers into the military-industrial complex. Guys like me, working on interplanetary projects are really only "Judas goats" intended to suck in America's next generation of military engineers.
I find this concept unattractive but it's hard to argue against it.
