I would think that area would be a no-mans land where anyone trying to cross from Syria into Iraq would be shot on site. (One of John Kerry's infamous free-fire zones).

How can Iraq ever achieve stability if terrorists are able to cross back and forth from the Syrian safe haven at will?

P.S. But then on second thought, an open border can be used against the Syrians as well.
