One suggestion I would have for the Iraqi leadership is to set up a system that pumps some of the oil profits directly into the citizen's pocket, similar to systems in Alaska and elsewhere. I would have done this very early in the game, although I understand the logistics would be difficult. Integrating it with voter registration is probably the best way to undertake it.
