Correction They Had Worked
With inspectors out of Iraq and post war evidence Saddam intended all along to restart his program once sanctions ended saying they were working is naive. Especially given France's active efforts to end sanctions prior to 911 despite the lck of inspectors (couldn't be those bribes nonononono).
