I did some quick number-crunching on how much of a communications advantage you can get with repeaters in GEO. Turns out that it isn't much -- they'll only get you an extra 5º-20' range -- in other words, an extra 162 km beyond the current radio horizon. Seems like a lot of work for not very much territorial gain -- especially because you'd need to piggy-back these repeaters all over GEO, in order to ensure continuous coverage. For that amount of effort, you'd be much better off just putting repeaters at L4 and L5.
