I agree that it is imperative we reduce our oil dependency. Too bad this govt and all its predicessors won't take this as a national goal with a diverse portfolio of potential solutions ranging from nuclear to renewable and a few wildcard exotic trials. Bush's oil industry buddies make this a special non-starter for the next 4 years.
But low oil prices causing communism to fail is a ludicrous claim unless you mean to say that communism was SO fragile that any disruption whatsoever could cause it to implode. I'd even disagree there. It's clear to rational thinking folk that communism died because it could not compete economically and technically with capitalism, even when burdened by socialistic implementations. The Soviets had excellent science but their state system only produced world class results in policy guided areas. Free economies, especially those with access to venture capital, innovate and serendipitously birth new paradigm shifting technologies. Reagan's ridiculed Star Wars program (the "unbiased" liberal press' derisive term) forced defense spending unsustainable by the Sovs. End of that Evil Empire. On to the robber barron state of today.
