Currently it's repubs pulling votes out of their asses. After the election is over!
We set limits on how many recounts are possible. There were just two. These voting laws were approved by Rossi when he was in the state legislature in 2001.
First we counted the vote, then an automatic machine recount because Rossi won by a very slim margin, then either one of the parties can ask for another recount and specify whether it is by hand or machine (but that party pays for the recount).
Rossi wanted Gregoire to concede at this point. When she wouldn't he then wanted her to have another machine recount..."because hand counts are inaccurate"...which is a load of BS! Both candidates increased their vote count on both recounts. On the second recount Rossi/repubs wanted all new found or misplaced votes not counted. Because they wanted us to follow the rules and "play by the laws", but this was their own special interpretation of the laws meant to disenfranchise voters. the whole point of a recount is to find mistakes and count votes that failed in the machines for various reasons. Non of this is fraud or confusing. Both parties have people watch the count and it was fully transparent.
It was to late anyway as already repubs voting commissioners had counted in new votes in several red counties...so Rossi/repubs just didn't want King County to count misplaced votes. King County is a blue county. King took the case of about 700 votes to the State Supreme Court. They unanimously agreed King County should count those votes. It wouldn't have mattered because at this point the unofficial King County and State vote added together gave Gregoire a 10 vote lead and it would seem only about 200 of those 700 votes were legal votes anyway.
Let us say the State Supreme Court had sided with the repubs and said the misplaced votes could not be looked at and could not be counted if legal. Then several hundred (500 to 600) votes for Rossi would also be invalid, because as I said red county voting commissioners had already added new found votes to the count.
Currently Rossi is not conceding and the repubs have found more votes supposedly not counted before and they want them counted! Problem is we have limits to how many recounts can happen. The vote has been certified. Legally these votes cannot be counted. Rossi can take the results to court and say there was fraud...but there was no fraud and he will lose. Repubs are sore losers and don't really want to play by the laws and don't really give a rats ass about the voters. All they ever cared about was winning!
