Google rankings

Does anyone know what determines google rankings?

I went onto google and entered just 2 EXTREMELY COMMON words (no quotes) that must appear in 10's of thousands of news articles and webpages -one of my posts here was returned as #1 in the rankings- that makes NO sense!!!

I also find it VERY disturbing!
