You are assuming that everything Bush says in in crisis mode is actually in such?

Remember the energy "crisis"?
Remember the high cost of gas "crisis" (2000 only, 2004 didn't apply)?

Is Social Security in crisis? Not yet.
Does Social Security need fixing? Very likely.
Will partial privatization of Social Security fix the looming crisis? Not bloody likely.
