Bush and crisis mode
No, of course not everything a politician says is a crisis is one. Good grief, we could fill a page with looming disasters the government has declared that turned out to be nothing*. Remember Y2K? Remember Carter's energy crisis? I find it hard to believe after 9/11 that terrorism could not be considered a serious problem, so maybe some crises are crises.
A point I frequently find myself having to make to friends in this country is that, occasionally, some things are true even if Bush believes them.

*The solutions, invariably, involving a massive increase in the power of the central government and a decrease in individual freedom and choice.
