It is ridiculous to legislate actions that have no immediate effect on other individuals.
I have to disagree with that.
If you lose control of your car (such a fishtailing) when not wearing a seat belt you can be thrown to a point inside your car that makes it impossible to try and correct your loss of control, thus crashing into a innocent individual or a carload of people.
Anybody who ever raced on a track knows this, you don't wear the seat belt to protect yourself from a crash as racers don't think they're going to crash, but to help you stay in control of your car in the curves.
When I was young and lose we used to put seat belts in our cars that didn't have them so we could race on the back country roads and we made sure if we had a passenger they wore them so they wouldn't get in the way and slam into you.
