Yeah - from an HGA pointed roughly at earth to within a degree or so. The huygens antennae were transmitting in roughtly a 120 degree cone - so only a tiny tiny fraction of the signal was headed our way. Someone with the right knowledge could do the maths to show quantitatively that a 1W directional signal from pluto is a lot stronger here than 10w omnidirectional antenna from titan.
