As you said it was a defensive war. But the big factor was that we dared not take 'winning' tactical matters because we feared direct intervention by China and the Soviets. NV was being continually supplied by their communist allies across national borders that we feared to cross in a substantial manner.*

* Unless of course you're John F. Kerry spending Christmas in Cambodia ruinning errands for the CIA
