re: Russia!
Remember what happened to Mir! It survived the regime change, it survived Gorbachev's lack of interest for space. From a government paid station it evolved into an opportunity for various space agencies to use its existence and place in space.
The Russians have been quite remarkable and I wouldn't be astonished if they also changed the ISS purpose. If only to allow humans to stay up there. The ISS has the merit to exist and to be a destination in space. It's priceless.
