Why not just increase gasoline tax?
If the problem is excessive gasoline use, nothing beats raising the price. Simple, effective, cheap.
But no, the rockheads need a high-tech solution that does not directly address the problem of gasoline use, but introduces a draconian spy-on-everybody system. If it passes, the Californians are going to be very sorry.
