The footage of the burning target
Was from MonsterGarage, where they unloaded a military grade mini-gun into a failed RX-7 sand-runner project. It was hilarious to watch- it wasn't about or sold as or billed as people ending the lives of other people as entertainment for ghouls.
Thats why I don't buy that its a training film, btw, is that footage was just splices of gattling guns and/or mini-guns (don't know what their technical term is) in action.
