I think they are talking about rescue of the Shuttle crew using another Shuttle in case something goes wrong while the first STS is repairing Hubble. So the shirtsleeve environment is between the two Shuttles not the Hubble and a Shuttle.
I wonder how an organization so risk adverse ever plans to return to the Moon or go to Mars. Both far from risk free.
