Reagan hasn't been written out
In fact he has been given the lion's share of the credit for the West's victory against Soviet communism if you ask me. I think the other 7 Cold War Presidents (8 if you count GHWB) deserve a great deal of credit too.
I'm not a fan of Bush in general but if democratic revolutions do sweep the Middle East over the next few years a la Eastern Europe 1989, I will give the credit to Bush and his policies. To do anything else would be intellectually dishonest.
