Optimistic about victory but it ain't over until it's over
Despite the election, the Iraqis could still snatch defeat from the jaws of victory. They have not yet formed a stable government. It's possible that radicals could impose their own political agenda and the new Iraqi government become stillborn. We (the US) need to keep that from happening. However we must not be too heavy handed or we'll end up in a Vietnam situation of supporting a nonviable client state.
I'll believe we have entered our end game in Iraq when the Iraqis have a functioning government of their own and Al-Zarqawis' head is impaled upon a stake.
