If government stops investing in Space Exploration then all space exploration activity will end within a few years. The only space activity that will remain will be a few communications and weather satellites. Even that capability may go away if launch costs get too high. Space exploration and development through private investment becomes practical when launch costs drop to somewhere between $100/kg - $1000/kg. Until launch costs drop below that value it will be a better investment to purchase treasury notes or pork bellies. Right now, non-government space exploration is fantasy.
