Exactly.
America is responsible and Europe is far less responsible.
Responsibility is proper for the world's sole Superpower. What America wants is for all those potential who are become more powerful and attaining equal footing to the US, to assume more responsibility. For example, China should be less concerned about any short term gain from appeasing Sudan, and take responsibility for mature global interests which promote global peace and prosperity. And more locally China needs to do constructive things which will turn around it's deluded, twisted poor excuse for a nation N Korea. Pretending that China had no role in promoting this wreck of a country, is just about as bad as Japan not acknowledging it's horribly misguided attempt at conquering and colonizing China [and Korea].
And for instance it's completely silly to expect much global responsibility from the UN. At best the UN is a reflection of the responsibility of those nations which are it's members. But the UN should be responsible for it's management and the decisions it makes regarding resources given it to manage.
Of course, those who insist in being irresponsible can not expect to play any role in decision making. It's not that they don't *deserve* to make decisions, as much as it's they are incapable of making any decisions.
