THINK RATIONALLY- WHY would you test this system on unsuspecting planes? The only way this system works is if its warning is understood - if it is common knowledge that a red red green flash means that you have entered restricted space.

There would be NO reason to test such a thing on unsuspecting planes. It is a silly idea to do so. I am sure it was tested on planes flown by people aware of the system and knowingly participating in the test.
