ISS altittude drops regardless of whether the sun is more active or less than active. Only the pace is affected by solar activity.
Its called drag.
Indeed, terms such as "ram" and "wake" are used to describe the enviroments ahead of - and behind of the ISS as it plows through the uppermost regions of Earth's atmosphere.
