Drag + timing for crew exchange?
Atmospheric drag will take it down. When it is lower, it should take less fuel to get to it and after it is resupplied is the ideal time to boost it, so it just seems logical raisings would coincide with crew exchanges. Otherwise it is just keeping it within orbit constraints.
